Buenos Aires Infrastructure Projects: Key Decisions Ahead on Rail and Road Upgrades
Announced underpasses, station works and the Paseo del Bajo corridor now require choices on sequencing, funding drawdowns and integration with the existing network.
How we reported this
Argentina has announced five new underpasses under the Belgrano South line in Buenos Aires valued at 3.7 billion pesos to replace level crossings and raise rail safety and frequency. The projects join station upgrades already funded at Ramos Mejia on the Sarmiento Line and Laferrere on the Belgrano South Line, while the Paseo del Bajo roadway corridor has secured a USD 400 million loan from CAF toward its USD 700 million total cost.
Belgrano South Underpasses and Station Works
The five underpasses target level crossings on the Belgrano South line, a route that serves southern suburbs of the city. At Laferrere station on the same line, platform reconstruction, elevated platforms and new shelters are planned at a cost of 220 million pesos. These works sit alongside the separate Ramos Mejia station project on the Sarmiento Line, budgeted at 140 million pesos for comparable platform and shelter improvements.
Paseo del Bajo Corridor Funding
The Paseo del Bajo project aims to improve north-south connectivity between Puerto Madero and Retiro. The USD 400 million CAF loan covers part of the USD 700 million total cost, leaving the balance to be met through other public sources. Delivery decisions now centre on construction staging along the corridor and coordination with adjacent rail lines.
Underground Network Status
The Buenos Aires Underground network comprises six lines (A-H) totaling 56.7 km with 90 stations. No new expansions have been under construction since 2019, so any future capacity increases must come from the current surface and elevated rail upgrades rather than additional underground kilometres.
Provincial Tender Pipeline
Buenos Aires province announced over US$220 million in infrastructure tenders in 2025. Officials now face choices on how to allocate remaining funds across the Belgrano South underpasses, the two named station projects and the Paseo del Bajo corridor while meeting existing loan conditions.
Decisions on Sequencing and Integration
Next steps involve setting construction priorities among the 3.7 billion peso underpass package, the 140 million and 220 million peso station works, and the remaining Paseo del Bajo financing. Coordination with the six-line underground network and the Sarmiento and Belgrano South lines will determine whether frequency gains on the surface routes can offset the absence of new underground construction since 2019.
